These companies are the biggest enterprises which operate in Pryluky. And BAT -Pryluky, "Pryluky Plant" Belkozin" and "Ukrnafta" are financed with foreign capital.
The city of Pryluky joined the first wave of participating cities of the project, "Economic Development of Ukrainian Cities." This program is implemented under the financial support of the United States International Development Agency and has the goals of: creating favorable conditions for local economic development, increasing revenue in local budgets, creation of new working places, and increasing social standards of the citizens. In the framework of the projects creation is a strategic plan of economic development of the city. A website was arranged for the systems of administration of the project (WISP) at the address of: https://pryluky-ua.certicon.cz. The signed memorandum of future development cooperation between the city of Pryluky\'s territory community and British-American Tobacco Ukraine is one of the steps realized of the priority of goals of the Strategic Plan. The memorandum identifies the intentions of the partnership in the development and realization of the Program of Municipal Marketing. This program\'s goal is the active attraction of outside investors and assistance in developing local businesses.
The city of Pryluky is an interesting and prospective region for investment. Proposal for effective investments concerns above all unused production and industrial areas, industrial powers, machine building, construction, and modernized productions in reworked areas and light industry.
At the beginning of the new millennium, Pryluky assuredly acquires the image of a town growing in business activity, and as the cultural education center of the Chernigiv Region . Today\'s Pryluky is the modern business and cultural center. There are 11 bank branches in the city. Among them there are the branches of the Joint-Stock Post-Pension bank "Aval", the commercial Joint-Stock bank "Demark", "Nadrabank", the Joint-Stock bank "Privatinvestbank", the Joint-Stock commercial bank "Policombank", "Ukrsibbank", "Ochadbank", "Praveksbank", "Mriyabank" and "Privatbank".
The market infrastructure within the town provides assistance in the development of enterprise. There are more than 5000 sole proprietorship and 500 legal entities which practice enterprise activities.
The town has an extensive telephone system, a developed cell phone network, and an internet system. There are 11 newspapers, and a developed local television company. Pryluky has an editing division of a local radio broadcasting company and 2 FM radio frequency stations.
In Pryluky, there are 4 higher education establishments of the I- II levels of accreditation, 9 general-education high schools, 2 gymnasiums, a learning-teaching complex, 14 pre-schools, and 3 after school learning establishments.
The Administration of Education of the town council works under the scientific methods theme: "The Introduction of Innovative Technology of Administration, Teaching, and Development of the Individual in Practice for the Work of the Town\'s Academic Establishments." Therefore, the children receive knowledge and skills based on the level of modern educational technologies. All schools are equipped with modern computers, which are connected to a local network and the internet. In addition, there are 10 functioning Multimedia Centers, equipped with interactive screens.
The town\'s City Council on healthcare is directed at improving the quality and availability of medical services for its population. The network structure of medical establishments is based on the modern world model to deliver medical healthcare.
Further meaning, that the hospitals are equipped with modern apparatuses and technologies to detect illness and treat conditions. The medical establishments have been introduced with digital technologies for radiological examinations of patients, that allow to improving of quality of examination and lowering of irradiating patients by 16 times.
The inpatient area of City Hospital uses modern equipment and innovative technologies.
Ambulances are equipped with modern means of registering calls which follow the daily monitoring of callers, decides where to send patients, and settles follow-up questions with ambulatory polyclinic and impatient services.
One of the priorities of the town is the participation of the community in improving the conditions of medical help. To meet this priority, the city social charity fund "Health" (hospital cashier), is working in the town.
Entertainment, Sports, and Cultural Centers
In the town\'s territory, are 8 institutions of culture, 4 libraries, a children\'s music and art school, the city House of Culture, and a regional museum with branches.
The city House of Culture is among the ten best Music Halls in Ukraine because of its acoustics and architecture. Every year, the town holds an all-Ukraine festival of amateur theatre known as "Theatrical Autumn". Pryluky also holds the regional open youth festival, known as, "Artistic Paintings." In addition, the city holds the festival, "Songs of the Ydae" and regional Zdvyzhenskaya fair.
The regional museums have a collection close to 50,000 pieces. In 1978, a subsidiary of the museum was created, which displayed objects of the life work of Soviet Hero Oleg Koshovyi. Currently, the subsidiary has an exhibition entitled, "The People of Pryluky in the years of the Great Patriotic War."
Pryluky implemented project "Model 21". The goal of this project was to bring the youth associations together by using the creative resources of the city. This project is realized in Pryluky by "Democracy through Culture," a program implemented by the Center of Development and supported by the Swiss Cultural Program in Eastern and Southern Europe. Within the project, were introduced results of the preparatory step presented by the Pryluky House of Culture and Children\'s library, and also a signed cooperation agreement between the Center of Development "Democracy through Culture" and Pryluky\'s town council. More attention in the town is being allocated to the development of physical actitivities and sports. For a long time, Pryluky has been famed for its sports achievements. Pryluky is known for: world famous Masters of Sports in football - Sergei and Volodymyr Prichinenky; European track and field champion - Sergei Sokolov; Master of Sport in international class track and field - Irina Pykha; and Master of International Class Biathalon - Vyascheslav Korostel. Valentina Tserbe-Nesina (the first Olympic medal winner for independent Ukraine) lives and works in the city.
A youth sports school and a branching of handicapped youth sports school are working in Pryluky. The sports clubs operate in local neighborhoods and work in areas such as: boxing, judo, karate, and tourist-hiking.
Benefits for Citizens
In Pryluky, there are six Committees of Self-Organization of the Population. These committees were created in accordance with article 140 of the Ukrainian Constitution, which is the law on "local self-rule in Ukraine" and on "Organization of self-organization of the population." Under all the Self-Organization Committees of the Population of the city: are organized offices of citizen deputies of the town council; local policemen of the Municipal Department of Internal Affairs in Chernigiv Region,; workers of Ukrainian Pension Fund in the city of Pryluky; specialist administration of work and social protection; city council and participatory doctors.
The City Council participates three internet projects in order to make internet more accessible for everyone in the community. They are: The Association of Cities and Communities of Ukraine, the City Network of Constant Development (Donetsk), Ukrainian Cities for the Internet - Institutes of a Transforming Society. The public organization provide internet access to all interested citizens.
In 2005 created a "One-Stop Center" for citizens wanting to become entrepreneur. The Center is an institution for getting permissive documents in relation to starting a small business. Pryluky\'s "One-Stop Center" is one of the first set-up in the Chernigiv Region .
